Community Services Block Grant
This award provides funding for the provision of health, education, employment, housing and other services to the low-income population of Atlantic and Cape May Counties in New Jersey. Specifically, it provides funding for the agency’s Program Administration and Neighborhood Services components.
- Program Administration:
This component administers and manages all AHR/CHR fiscal, planning and program activities, including staff, facilities and equipment. Establishes and maintains coordinated linkage with Federal, State, County, Local Private Agencies and programs serving the Atlantic/Cape May County areas.

- General Community Programming:
This component provides human services for low-income residents of Atlantic and Cape May Counties through six (6) sites located strategically throughout the two counties. Services include: Outreach, Intake, counseling, referral and follow-up, youth services, transportation neighborhood coordination, child day care, summer day camps, employment and volunteer projects and inter-agency programming, includes services through Cape Human Resources, Inc., serving Cape May County.

- Ministers Home Detention Program
The purpose of this grant is to reduce over crowding in the Atlantic County Juvenile Detention Center by providing an alternative to detention. The project services minority youth exclusively and attempts to provide each youth assigned to the project volunteer minister mentors.

Supports agencies housing development activities.
Day Care Pre-School (See Center Based Childcare)
This program provides child day care services to children ages 2 ½ to 5 years. Children receive maximum opportunities each day, to experience social, emotional, physical and intellectual growth and a life skills program is offered to parents. Priority service is given to abused/neglected children. Fees are based upon income and family size. The agency operates two such centers.
Child and Adult Food Program
This grant reimburses the agency for the cost of purchasing preparing, serving and administering a child care feeding activity. The agency administers three such grants that provide breakfast, lunch and p.m. snack to the children enrolled in the Head Start and Child Day Care components.
HUD Comprehensive Housing Counseling Services:
This grant includes a full range of services, advice, and assistance to housing consumers to assist them in improving their housing conditions and meeting the responsibilities of homeownership and tenancy. Housing counseling services covered under this grant include: Providing information, advice and assistance to address housing needs of clients on a wide range of issues and programs including: information for first time homebuyers, homebuyer education, pre-occupancy, rental delinquency and mortgage default assistance, risk loss mitigation, the Home Equity Conversion Mortgage Program, home improvement and rehabilitation, displacement and relocation and pre-foreclosure sales.
